力爭(zheng)到2060年前,城(cheng)鄉建(jian)設(she)方式全(quan)面(mian)(mian)實(shi)現(xian)綠色低(di)碳(tan)轉型,系統性(xing)變(bian)革全(quan)面(mian)(mian)實(shi)現(xian),美好人(ren)居環境全(quan)面(mian)(mian)建(jian)成,城(cheng)鄉建(jian)設(she)領域(yu)碳(tan)排放治理現(xian)代化(hua)全(quan)面(mian)(mian)實(shi)現(xian),人(ren)民生活更加幸福(fu)。

優化城市建設用能結構。推進建筑太陽能光伏一體化建設,到2025年新建公共機構建筑、新建廠房屋頂光伏覆蓋率力 爭達到50%。推動既有公共建筑屋頂加裝太陽能光伏系統。加快智能光伏應用推廣。在太陽能資源較豐富地區及有穩定熱水需求的建筑中,積極推廣太陽能光熱建筑應用。因地制宜推進地熱能、生物質能應用,推廣空氣源等各類電動熱泵技術。到2025年城鎮建筑可再生能源替代率達到8%。引導建筑供暖、生活熱水、炊事等向電氣化發展,到2030年建筑用電占建筑能耗比例超過65%。推動開展新建公共建筑全面電氣化,到2030年電氣化比例達到20%。推廣熱泵熱水器、高(gao)效電(dian)(dian)(dian)(dian)(dian)爐(lu)灶(zao)等(deng)替代燃氣產品,推(tui)動(dong)(dong)高(gao)效直流電(dian)(dian)(dian)(dian)(dian)器與設(she)備應(ying)用(yong)。推(tui)動(dong)(dong)智能(neng)(neng)(neng)微(wei)電(dian)(dian)(dian)(dian)(dian)網、“光儲(chu)直柔”、蓄冷蓄熱(re)(re)(re)、負(fu)荷靈(ling)活調(diao)節、虛擬電(dian)(dian)(dian)(dian)(dian)廠等(deng)技術應(ying)用(yong),優(you)先消納可再(zai)生能(neng)(neng)(neng)源電(dian)(dian)(dian)(dian)(dian)力(li)(li)(li),主動(dong)(dong)參與電(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)需求(qiu)側響應(ying)。探索(suo)建(jian)筑用(yong)電(dian)(dian)(dian)(dian)(dian)設(she)備智能(neng)(neng)(neng)群控技術,在滿足用(yong)電(dian)(dian)(dian)(dian)(dian)需求(qiu)前提下(xia),合(he)理調(diao)配用(yong)電(dian)(dian)(dian)(dian)(dian)負(fu)荷,實現電(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)少增容(rong)、不(bu)(bu)增容(rong)。根據既(ji)有能(neng)(neng)(neng)源基(ji)礎設(she)施和經(jing)濟承受能(neng)(neng)(neng)力(li)(li)(li),因(yin)地(di)制宜探索(suo)氫燃料電(dian)(dian)(dian)(dian)(dian)池分布(bu)式(shi)熱(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)聯供(gong)。推(tui)動(dong)(dong)建(jian)筑熱(re)(re)(re)源端低(di)碳化(hua),綜(zong)合(he)利用(yong)熱(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)聯產余熱(re)(re)(re)、工業余熱(re)(re)(re)、核電(dian)(dian)(dian)(dian)(dian)余熱(re)(re)(re),根據各地(di)實際情(qing)況應(ying)用(yong)盡用(yong)。充分發揮城市(shi)熱(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)供(gong)熱(re)(re)(re)能(neng)(neng)(neng)力(li)(li)(li),提高(gao)城市(shi)熱(re)(re)(re)電(dian)(dian)(dian)(dian)(dian)生物質耦合(he)能(neng)(neng)(neng)力(li)(li)(li)。引(yin)導(dao)寒冷地(di)區達到(dao)超低(di)能(neng)(neng)(neng)耗的建(jian)筑不(bu)(bu)再(zai)采用(yong)市(shi)政集中(zhong)供(gong)暖。  

推廣應(ying)用(yong)可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)。推進(jin)太陽(yang)能(neng)(neng)、地(di)熱(re)(re)能(neng)(neng)、空(kong)氣熱(re)(re)能(neng)(neng)、生(sheng)物質能(neng)(neng)等(deng)(deng)可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)在鄉村供(gong)氣、供(gong)暖、供(gong)電(dian)等(deng)(deng)方面的應(ying)用(yong)。大力推動農房(fang)屋頂(ding)、院(yuan)落空(kong)地(di)、農業設施(shi)加裝太陽(yang)能(neng)(neng)光(guang)伏系統。推動鄉村進(jin)一步(bu)提(ti)(ti)高電(dian)氣化水(shui)平,鼓勵炊事(shi)、供(gong)暖、照明(ming)、交通、熱(re)(re)水(shui)等(deng)(deng)用(yong)能(neng)(neng)電(dian)氣化。充分利用(yong)太陽(yang)能(neng)(neng)光(guang)熱(re)(re)系統提(ti)(ti)供(gong)生(sheng)活(huo)熱(re)(re)水(shui),鼓勵使用(yong)太陽(yang)能(neng)(neng)灶等(deng)(deng)設備。
